Cancellation of additional surcharge for delivery to the United States

Due to changes in U.S. customs regulations, effective August 4, 2026, Nova Global is eliminating the additional surcharge of 10% of the declared shipment value.

 

What is changing:

 

For export shipments from Ukraine to the United States under the Global Delivery, Global Delivery Economy, Global Freight Flex, and Seller One services, the shipping cost will be calculated exclusively according to the standard base tariff, without the additional 10% surcharge.

 

The new conditions will take effect on August 4.

Should any further changes occur, we will inform our customers in advance.

Attention! International shipments update

 

Dear Customers,

 

On July 19, as a result of a large-scale enemy attack on the Kyiv region, one of Nova Global’s key customs and logistics terminals was destroyed.

 

Unfortunately, shipments from international online stores and marketplaces that were located at the terminal during the attack were destroyed.

 

We recommend checking the current status of your shipment in the Tracking section on the Nova Global website.

 

If your shipment was affected by this incident, any further resolution of the matter will be handled in accordance with the policies of the seller or marketplace where the order was placed.

The terminal was responsible for customs clearance and the subsequent distribution of international shipments across Ukraine.

 

Unfortunately, the international shipments and cargo that were located at the terminal during the attack were destroyed.

 

Nova Global promptly activated its backup capacity and redirected logistics operations and customs clearance processes to another terminal.

Сhanges to customs clearance rules for parcels to Romania

 

Dear customers,

 

We would like to inform you about important changes to customs clearance rules that came into effect on July 1.

 

From now on, all C2C parcels (from an individual to an individual) arriving in Romania from countries outside the European Union must be processed through the H1 customs declaration.

 

To submit the H1 declaration, Romanian customs authorities require the EORI number of the recipient (the importer — an individual).

 

What does this mean for recipients?

 

Currently, the process of obtaining an EORI number for individuals in Romania is not automated and may take a significant amount of time.

 

Based on our experience, obtaining an EORI number and completing further customs clearance procedures may take up to 14 days.

 

What should you do?

 

Nova Post Romania is currently informing recipients about these changes and can provide detailed step-by-step instructions on how to obtain an EORI number.

 

At the same time, our local partner, together with colleagues, is working on finding a systematic solution to simplify this process. Currently, there are no alternative customs clearance options available.

 

Please take these changes into account when planning deliveries to Romania. Due to the requirement for the recipient to obtain an EORI number, customs clearance may be delayed by up to 14 days.

EU Customs Reform: what changes for your shipments to Europe starting July 1, 2026

 

The European Union is launching its most significant customs reform in decades. Starting July 1, 2026, the de minimis duty exemption for all shipments valued at up to €150 entering EU countries will be abolished. Here’s what is changing and how businesses can prepare.

 

Instead of the current exemption, a temporary fixed customs duty of €3 will be introduced for each individual product item (HS code) in B2C shipments valued up to €150. The key point is that the duty is applied not per parcel, but per unique product type. For example, three identical shirts equal one HS code and incur a €3 duty, while a shipment containing a shirt, a hat, and a sweater represents three separate HS codes and incurs a total of €9. The quantity of identical units does not affect the duty amount — the more diverse the product types, the higher the customs charge.

 

Customs declaration requirements will also become more detailed, with each product item requiring separate classification and valuation. Providing a product identifier (GTIN/EAN or SKU) will be optional from July 1, 2026, but will become mandatory from November 1, 2026. In addition to the €3 customs duty, several countries have already introduced national processing fees, while an EU-wide Union Handling Fee (approximately €2) is expected to be introduced around November 2026. The €3 duty is temporary and will remain in effect until July 1, 2028.

 

When using Nova Global’s Global Delivery and Seller One services under DAP (Delivered At Place) terms for shipments to EU countries, customs duties and taxes are payable by the recipient upon delivery of international shipments. We strongly recommend informing your European customers in advance about these additional charges to avoid delivery refusals.

 

For shipments to EU countries, Nova Global also offers the Global Delivery Economy service under DDP (Delivered Duty Paid) terms. Under DDP, customs duties and taxes are paid in advance by the sender, allowing the recipient to receive the shipment without any additional charges at the time of delivery.

 

The new rules will apply to all international express shipments crossing customs borders on or after July 1, 2026, regardless of the original shipment creation date.

 

The payment model is determined by the seller, not the logistics operator. Nova Global provides delivery services and supports businesses with accurate product classification, documentation preparation, and консультацій to ensure smooth customs clearance without delays.

Launch of the new OnTrac delivery service for international shipments

Dear customer, we have important news for you regarding international delivery from Nova Global.

 

Starting from May 1, 2026, we are launching a new OnTrac delivery service for shipments to the United States. This service will help optimize costs and expand delivery options for your shipments.

 

The OnTrac service operates through partner logistics networks, which allows you to:

  • choose more cost-effective rates for individual shipments
  • use alternative delivery routes to the United States
  • plan your expenses more flexibly

 

Please note that OnTrac delivery may differ in transit times and level of service control, as it is carried out through external logistics partners.

 

We recommend using the OnTrac service for shipments where cost optimization is the key priority.

Important information regarding shipping with UPS

Dear customers!

 

We would like to inform you about updates to the transportation conditions for export shipments routed via the UPS partner network. These changes have been introduced in accordance with the updated SENT declaration rules (Electronic Transport Control System) and UPS carrier requirements.

 

Changes coming into effect:

 

A maximum weight limit is being introduced for shipments containing goods from the following categories:

 

  • Commodity groups: 61, 62, 63, 64 (apparel, footwear, textile products, and similar goods).

  • Weight limit: The maximum weight of a single shipment for the specified commodity groups must not exceed 31.5 kg.

 

Please note: This restriction applies to shipments routed via UPS. Exceptions include shipments destined for the USA, Moldova, and Romania.

 

Recommendations:

 

Please take this limitation into account when arranging export shipments containing the specified commodity groups to ensure smooth and uninterrupted delivery.

 

  • In case shipments from these categories exceed the weight limit, the Company will be forced to return them to the sender from the warehouse in Ukraine at the sender’s expense.

  • Currently, if such shipments are identified, you will be offered alternative delivery options (for example, splitting the shipment).

 

We are working on the prompt implementation of system restrictions to automatically sort such shipments at the initial stage.

Temporary Suspension of Deliveries to Israel

 

Dear customers!

 

Due to current events in the region and the temporary closure of Israel’s airspace, delivery of international express shipments to this country has been suspended until further notice.

 

This decision has been made for the safety of your shipments and in accordance with airline recommendations.

 

 What this means for you:

  • Acceptance of new shipments to Israel is temporarily unavailable.
  • Shipments that have already been handed over for transportation will be stored in the warehouse or returned to the sender (depending on the circumstances).
  • We will resume delivery immediately after air traffic reopens and the situation stabilizes.
